Consciously Hybrid - The need for conscious digital transformation in the public sector

The Cloud First policy, introduced in 2013, aimed to encourage the adoption of cloud technologies by removing barriers and reducing apprehension. Despite this, many public sector workloads and data remain on-premises.

To understand why, interviews were conducted with technologists, industry bodies, and consultants. Additionally, a freedom of information (FOI) request was issued, receiving over 400 responses. The findings highlighted challenges such as legacy technology and a lack of digital skills.

In this guide, we share our journey, our findings and demonstrate our continued efforts to enable conscious digital transformation across the public sector.
